News Updates...ACAL News – Week of 21 September 2007Just when you think the low “man” on the totem pole has no power or prestige, he reminds you that power and prestige are not always associated with money and “back-scratching” – even within government. Yes, government. Despite the majority’s dislike of politics, and politicians controlled by powerful corporations and wealthy individuals, integrity and compassion abound in a small rural town in Upstate New York, population 725. A few days ago, Adirondack Communities Advisory League (ACAL), received a copy of a Draft Resolution from Town of Ava Supervisor David C. Mathis. The resolution, which passed unanimously by the Ava Town Board, reads as follows: WHEREAS, the natural resources of the Tug Hill region are cited as important to New York State in both the NYS Tug Hill Commission enabling legislation and in the Tug Hill Reserve Act; and WHEREAS, the Town of Ava is concerned about and interested in the condition of the groundwater resources in the region and the current and proposed uses of those resources; and WHEREAS, Nestle Waters of North America is investigating property and springs in the Orwell/Richland area of the Tug Hill Aquifer; and WHEREAS, clean, abundant groundwater is an important natural resource to both the people and natural areas on Tug Hill; NOW, THEREFORE BE IT RESOLVED that the Town of Ava expresses its concern regarding any major groundwater withdrawal from Tug Hill; and, BE IT FURTHER RESOLVED that the Town of Ava encourages the State of New York and local agencies to be diligent in their review of any major withdrawal of water from Tug Hill and in planning for future use and protection of the groundwater resources on Tug Hill; and BE IT FURTHER RESOLVED that the Clerk of the Town of Ava shall file a copy of this resolution with the United States Geological Survey, New York State Tug Hill Commission, Regional Directors of the New York State Departments of Health and Environmental Conservation, the Northern Oneida County Council of Governments, the Oneida County Executive and the President of the Adirondack Communities Advisory League. How does a rural township, that has been the victim of environmental injustice by having a 62-year landfill forced into its community by a New York State appointed public authority, pass a resolution expressing concern for natural groundwater resources in the Tug Hill region? How does this rural township, that has been subject to discrimination while state and county officials have stood by doing nothing to ensure the rights of its citizens, pass a resolution encouraging the very same state and local officials and agencies to carefully review future use and protection of groundwater for all Tug Hill citizens? How does the Town of Ava stand taller and prouder than some larger, more affluent cities and townships across the state? Leadership … Where the low “man” on the totem pole is willing to become involved in his/her community. Where everyday folks become researchers and educators, continually learning how to make a difference where they live, work, and worship. Where citizens question authority because authority isn’t always right. Where integrity and compassion is valued and respected. Quality town and village leadership is essential for the safety, health and well being of rural communities throughout the state. It is the responsibility of all voting age adults to elect leaders that have the ability to lead; leaders who exhibit qualities of compassion and perseverance, who value and respect the needs of its citizens, and who are committed to the protection of its natural resources. Politics doesn’t have to be a dirty word.
