News Updates...ACAL News – Week of 30 March 2007I read an excellent article recently entitled, “Serving customers or engaging citizens: What is the future of Local Government?” Involved in local government for over 30 years, author Frank Benest had a very important message to convey in 1996; one that is extremely relevant and important regarding the issues faced by many local governments today. Benest discusses several problems confronting local government, including the difficulties they face when solving community problems. Because “citizens have lost confidence in all institutions, including local government”, the pressure for local officials to produce results is apparent. Former mayor Rick Cole of Pasadena, California has described the traditional concept of local government as a service provider, better known as “the vending machine” model. Citizens drop money in the “machine” for taxes or fees and expect to get that much worth of services from local government in return. When the “machine” doesn’t work to everyone’s expectations, people are not happy and complain loudly. The problem with this model of government is that it turns citizens into passive consumers, concerned with their own needs instead of the needs of the community. An alternative approach to local government, as developed by Daniel Kermis in Community and the Politics of Place, “The barn-raising approach promotes citizen responsibility … when confronted with a problem, people do not ask, “What is government going to do for us? Rather, they focus on “What are we going to do [for ourselves and our community]?” Using the barn-raising concept of people working together to solve a problem, John McKnight developed the asset model as described in his book, Building Communities from the Inside Out: A Path Towards Mobilizing a Community’s Assets. McKnight’s asset model reflects the concept that everyone has a gift to share and a contribution to make to his/her community. It suggests that local government should effectively use the assets of local citizen volunteers to solve community problems in order to make cities, villages and townships better places to live. How can elected officials solve problems, promote citizen responsibility, and regain people’s confidence? 1. Local leaders must educate citizens regarding community issues, and communication is the key. Newsletters, interviews, newspaper articles, presentations to local churches, civic groups and board meetings, all show citizens that local government is concerned for their welfare and safety. 2. Local officials must encourage citizens to become involved in the problem-solving process by inviting them to attend local meetings, write letters/send email expressing ideas and concerns, and volunteer to actively work on committees. In addition, it is the responsibility of the local leaders to listen to what citizens have to say and act accordingly. Holding public meetings serve no purpose if local officials have already made a decision regarding a problem. This type of “tell and sell” approach to problem solving only upsets citizens and further increases their mistrust of local government. 3. It is the responsibility of local government to ensure its citizens are being trained for future leadership roles. There are many leadership classes, courses and workshops that are offered each year throughout the state. Attendees should include a variety of citizens including high school students, seniors, and active members of local churches and civic organizations. The citizens of today are the leaders of tomorrow. 4. Local government must partner with volunteer church and civic organizations, utilizing each group’s ability and desire to offer support, knowledge and experience to the community. According to Mr. Benest, “People have greater trust in churches, schools, and voluntary civic organizations than in local government”. As a result, it is important for local leaders to collaborate with volunteer groups and individuals in order to best solve community problems. As a grassroots organization founded nearly fourteen years ago, ACAL has a wealth of knowledge and experience regarding conservation practices, the protection and preservation of water, land, air and wildlife in the region, and citizens’ rights to protect their homes, families and resources. It is ACAL’s hope that local leadership will adopt the asset model and begin to utilize their precious resources – the good citizens living within their communities.
