News Updates...ACAL News – Week of 16 February 2007In his September 2004, “The Optimism of Uncertainty”, Dr. Howard Zinn, author of A People’s History of the United States, begins: In this awful world where the efforts of caring people often pale in comparison to what is done by those who have power, how do I manage to stay involved and seemingly happy? I am totally confident not that the world will get better, but that we should not give up the game before all the cards have been played. The metaphor is deliberate; life is a gamble. Not to play is to foreclose any chance of winning. To play, to act, is to create at least a possibility of changing the world. Dr. Zinn goes on to explain, “that the struggle of justice should never be abandoned” because of those who have money and power. That apparent power has, again and again, proved vulnerable to human qualities less measurable than dollars: moral fervor, determination, unity, organization, sacrifice, wit, ingenuity, courage, patience … No cold calculation of the balance of power need deter people who are persuaded that their cause is just. Standing up for what you believe in. Becoming involved in the community. Speaking up for what is morally right and just. Working to protect the environment and citizens’ rights. Adirondack Communities Advisory League (ACAL) supports these courageous efforts. In May 2006, the Boonville Herald printed the results of the “Community Planning Survey” which was distributed to Boonville citizens approximately 6 months prior. The results of the survey were compiled by the Tug Hill Commission and included in the May 19 column of ACAL News. I reported that, a vast majority of survey respondents felt strongly about protecting the following: • 94% - water quality of our streams and rivers • 94% - quality of our wildlife habitat • 91% - air quality Over the course of the next five years 85% of the citizen respondents strongly agreed that Boonville should protect environmental quality. “The survey was very clear in the respondents desire to protect our local environment – a critical need to include environmental safeguards was voiced.” I concluded ACAL News with this statement: If 85% of area residents feel the town and village of Boonville should protect the environmental quality of the area, then the boards need to fully support ACAL’s persistent efforts to keep our water pure, our air clean, our wildlife protected, and our land respected. As the owners and builders of the 1,039-acre landfill in Ava, the Oneida-Herkimer Solid Waste Authority (OHSWA), obviously does not share the same concerns as the citizens of Boonville. After 13 years of fighting local communities that adamantly opposed it, OHSWA forced their landfill into Ava (abuse of power), built it adjacent to the Veterans’ Memorial Forest (lack of respect), located it in unfavorable hydrogeology (lack of concern for the destruction of wetlands and the protection of wildlife), and are involved in a lawsuit for allegedly violating the Clean Water Act by allowing excessive sedimentation and debris to enter the trout-spawning stream of Moose Creek (disregard for environmental law and local streams and rivers). Why would any local government want to negotiate anything with a public authority that reeks of power and money and has absolutely no regard or concern for area citizens’ and their rights? I urge the citizens of Boonville to please write or call your town and village officials and tell them you do not want the boards to surrender your rights to the Waste Authority for a few dollars per citizen per year. Local government should never bargain with the rights of its citizens for any amount of money or so-called benefits. Instead, local officials must stand strong against the illusion that money solves all problems and hold firm to what matters most: protecting the health, welfare and safety of its citizens. Dr. Zinn says it best. “We don’t have to engage in grand, heroic actions to participate in the process of change. Small acts, when multiplied by millions of people, can transform the world.” Small acts, when multiplied by hundreds of people, can transform Boonville and make it a safer and better place to live.
