Further, the plan calls for a reduction in packaging by manufacturers and a reduction in climate and environmental impacts caused by transporting waste and harmful emissions coming from incinerators and landfills.

The town board and the citizens they represent are genuinely concerned about the environment in Ava. They are extremely distressed that OHSWA and Rifenburg have been given permission by the DEC to allow excessive sediment to enter Moose Creek - "a provision that is contrary to the basic mission of the DEC."

News Updates...ACAL News - 13 October 2006
Area residents, including ACAL members, veterans, and media were in attendance for the ACAL sponsored Public Forum regarding this year’s congressional election and national, state and local environmental issues.
Congressional candidate Dr. Bob Johnson of Sackets Harbor and Congressman John McHugh of Pierrepont Manor were invited to speak at the Charles J. Love Post #406 America Legion in Boonville, NY to discuss various issues relevant to the 2006 congressional campaign within the 23rd district.
The evening began with a welcome and introduction speech given by Boonville resident Jim Pitcher, followed by an ACAL presentation reflecting its mission and a synopsis of the organization’s work given by ACAL communications chairperson Jacki Chamberlain.
Town of Lewis councilman and ACAL board member Ian Klingbail gave a video and overhead presentation of the ongoing alleged violations from the Ava Landfill site to the trout spawning stream of Moose Creek, and discussed at length the New York State Department of Environmental Conservation (DEC) and Army Corp of Engineers (COE) permits. Both DEC and COE landfill permit specifications do not allow any sedimentation to enter New York State waterways from a landfill construction site.
Due to another engagement, Congressman McHugh was unable to attend the Public Forum, but sent a letter to Jim Pitcher, offering personal statements regarding the campaign and environmental issues – in particular, the Ava Landfill, which is presently being constructed in the Northern Oneida County Town of Ava.
McHugh statements included his writing letters to the COE and the Environmental Protection Agency (EPA).
“Unfortunately, according to the two federal agencies that I have contacted [COE and EPA], all the applicable rules and procedures have been followed, and there appears to be no channel of recourse available at the Federal level to change the course of current direction [of the Ava Landfill].”
Congressional candidate Dr. Bob Johnson, a surgeon at Samaritan Memorial Hospital in Watertown, personally attended the forum and spoke at length regarding several important issues, namely health care and the environment.
Dr. Johnson strongly believes that ”health care is a right and should not be rationed by the ability to pay.”
He also made a “global” statement on the environment and said he believes the environment is intrinsically connected to our energy policies. He also believes that the United States should decrease its dependency on fossil fuels and focus on alternative energy sources. Building cars that are more fuel is one way to decrease the need for foreign oil. Dr. Johnson drives a model that gets 50 miles per gallon.
After listening to over an hour of ACAL presentations, Dr. Johnson said he believes the Ava Landfill is no longer a local issue, but a regional issue, since the alleged pollution to Moose Creek could dramatically affect the health of the Black River. He stated that drinking water supplies need to be protected, especially those communities that receive drinking water from the Black River, such as Watertown.
In addition, Dr. Johnson mentioned the federally protected Dexter Wetlands, that are located in the Watertown area, could eventually become threatened as a result of future landfill contamination entering Moose Creek, which is a tributary of the Black River.
ACAL member Kathy Crofoot read a prepared statement regarding the Great Lakes Directory of 2001 and the ongoing pollution prevention treaty between the United States and Canada concerning the waterways that border the sister countries. Mrs. Crofoot asked Dr. Johnson if he felt that Governor Pataki’s recent vetoing of a bill to further protect the Great Lakes’ waterways was consistent with previous agreements and treaties, and Dr. Johnson answered it was not.
Dr. Johnson then made concluding statements regarding health care. He mentioned his concern for the high rate of cancer and rare tumors in the Jefferson, St. Lawrence county region that cannot be explained by known risk factors. He also expressed his concern for pollutants in the air and water, and how they can affect human health.
On a more political note, Dr. Johnson stated that government needs to be more accountable at all levels, and that there is a need for change.
“You don’t have to vote for me, but vote for someone new.”
