06/21/10NYSDEC New Solid Waste Plan DraftEntitled Beyond Solid Waste - A Sustainable Materials Management Strategy for New York, the NYSDEC has drafted a 480-page plan to reduce solid waste through increases in reuse, recycling and composting in local communities. Further, the plan calls for a reduction in packaging by manufacturers and a reduction in climate and environmental impacts caused by transporting waste and harmful emissions coming from incinerators and landfills.

03/20/06Ava Complaint to DECThe Town of Ava sends a letter to Region 6 DEC requesting their Consent Order be rescinded. The town board and the citizens they represent are genuinely concerned about the environment in Ava. They are extremely distressed that OHSWA and Rifenburg have been given permission by the DEC to allow excessive sediment to enter Moose Creek - "a provision that is contrary to the basic mission of the DEC."

October 2005 OHSWA Meeting

The Oneida Herkimer Solid Waste Authority (OHSWA) held their public meeting on Monday, October 31st. Chairman Critelli started the meeting by saying there would be 10 minutes allowed for public comment, and there would be no dialogue with the board. A couple of local residents did take the opportunity to speak.

One speaker commented on the design of the storm water control system. The board members and others in the meeting room appeared disinterested, if not annoyed, that they needed to endure this portion of the meeting.

Another speaker asked the board if they were familiar with New York City (NYC) Comptroller’s report “NO ROOM TO MOVE – New York City’s Impending Solid Waste Crisis”. Several board members shook their heads indicating a no answer. The speaker stated that while the Waste Authority may not be interested in NYC, they needed to know that NYC is interested in them.

It was announced at the October 31st meeting that the Waste Authority is acquiring an additional 160 acres of land. I would have appreciated the opportunity to ask why they need more land, but no dialogue is allowed, especially after the public comment period is over.

During the landfill construction progress report, I did ask if they were ahead of schedule. Even though questions are prohibited, Mr. Critelli did allow a response. The response was, they are on schedule, but would not know until Wednesday if they are ahead of schedule. How can anyone know they are on schedule, without also knowing whether or not they are ahead of schedule? Wouldn’t that be an important thing to know in a construction progress report? It seems unlikely that no one in the board room knew the answer to this question.

At the close of the public portion of the meeting, board member Barbara Freeman stated that the board would talk to us. They could talk to us before the meeting, after the meeting, or outside of the meeting. They just could not talk to us during the public meeting. And with the offer of this crumb, the meeting ended, and we were sent on our way.

A very large American Flag hangs on the wall behind the board members. A sign is posted identifying the room as the Public Meeting Room. No one can deny, they have held all the compulsory public meetings, endured the drudgery of listening to citizens and experts. Did any of this ever alter their plan? Never, their plan was cast in stone more than a decade ago. American democracy had not a thing to do with it!
