Further, the plan calls for a reduction in packaging by manufacturers and a reduction in climate and environmental impacts caused by transporting waste and harmful emissions coming from incinerators and landfills.

| 03/20/06 | Ava Complaint to DEC | The Town of Ava sends a letter to Region 6 DEC requesting their Consent Order be rescinded. The town board and the citizens they represent are genuinely concerned about the environment in Ava. They are extremely distressed that OHSWA and Rifenburg have been given permission by the DEC to allow excessive sediment to enter Moose Creek - "a provision that is contrary to the basic mission of the DEC."

News Updates...About a week ago, local residents were first informed that the Village and Town boards of Boonville created a poll as an attempt to find out how people feel about negotiating with the Oneida-Herkimer Solid Waste Authority for host community benefits.
After speaking at length with a county legislator, I discovered many important facts regarding the town and village poll:
1. It was not created by a resolution and voted on by the board at an official meeting, therefore the decision to create the poll was an unofficial board action.
2. All Boonville residents may not be aware that this poll exists or be confined to their homes and unable to cast their votes. There is no independent research organization distributing the poll to all Boonville town and village residents or monitoring the ongoing results, therefore it is an invalid research tool.
3. The town released the initial results of the poll to local radio station WBRV just last week. Publicizing ongoing poll results greatly influences public opinion. As a result, WBRV no longer plans to release ongoing poll results.
And finally,
4. The actual wording of the poll is confusing and misleading. It begins by making the statement that the town and village boards oppose the landfill. But then it goes on, in a lengthy question, to ask residents whether or not the boards should negotiate with the Oneida-Herkimer Solid Waste Authority for host community benefits – a question which conflicts with the statement opposing the landfill.
Townships and villages that negotiate for benefits accept a landfill into their community. That is why the Town of Ava refuses to negotiate with the Oneida-Herkimer Solid Waste Authority.
Creating an unofficial opinion poll written on a sheet of paper where people’s names and voting is not kept private, is not only a violation of citizens’ rights but is creating conflict within the community.
Local government must be handled in a fair and democratic way. If the Town and Village of Boonville really want to know how local residents feel, then an official referendum should be properly created by the boards. Local residents would then have the opportunity to learn all of the facts concerning the acceptance of host community benefits. Once a decision of this magnitude has been made, there is no turning back.
During the course of this week, I will be sharing important facts regarding the Ava landfill. I will address the issues of communities accepting benefits from the Oneida-Herkimer Solid Waste Authority, protecting Ava, Boonville and West Leyden drinking water, the facts concerning a Boonville bypass road, and the importance of supporting the Town of Ava as it continues to fight against injustice.
I urge area residents from all townships to listen carefully to the facts I will be sharing. As a representative of Adirondack Communities Advisory League, it is my responsibility to report the facts concerning the Ava Landfill. ACAL is not affiliated with the Oneida-Herkimer Solid Waste Authority or any form of local, county, state or national government.
